Spectrum is a network management package. It provides interfaces to the user to enable him/her to monitor and change the state of devices on the network. In order to do this Spectrum must communicate with the device and the device must provide Spectrum with objects/variables to be monitored and changed.
Spectrum cannot provide information to a user that the device (or workstation etc) does not communicate to Spectrum.
One way in which Spectrum and devices communicate is defined by RFC standards. These define how a management system and a device communicate using the SNMP (and now SNMP V2) protocols, and also provide a way of defining which variables each device has to be monitored/changed by the management system. This available variables definition is called a Management Information Base (MIB).
There is a set of defined standard MIBs for various features, the basic set is known as MIB 1 and now there is a MIB 2 (not equivalent to SNMP V2). These define basic quantities that apply to Interfaces, IP protocols etc. Most manufactures of a device supplement the basic sets with additional quantities that the gather in their own private MIB definitions.
